NDC I and II constructed Sunyani, and Ho Regional Hospitals. What new Regional Hospital has NPP constructed? The University of Ghana Teaching Hospital can be claimed by NDC without any contradiction because they have the track record in hospital infrastructure.

Without the involvement of government, no financial institution will grant loans of such magnitute. The University on its own, could not have gotten that amount. For starters can Dr. Frank Serebuor list projects in Ghana the government signed off as sponsor/guarantor that is privately held? Why did Dr. Frank Serebuor and his cohorts not get a loan through a bank or financial institution if the venture was a private venture? Why should governments past and present claim to have done anything at all in Ghana since for any and all public works tax payers end up footing the bill? If Dr. Frank Serebuor's argument is that the loan amounts are to be paid by the university in the foreseeable future and thus not a credit to the government then would the ignorant doctor say same for all government funded projects that are paid for eventually with taxes?
There is no patriotism and or loyalty to Ghana left anymore because of the ignorance of the educated few who seem to think their take, understanding and interpretation of events is the only thing that matters and thus willfully continue to sow divisions in communities

The internally generated fund of the university , if that can service the loan, is still money from government. That fact that financial management has been decentralised does not mean government does not own the internally generated funds.
The state pays the wages of the university's staff.
The state has essentially borrowed the money for the university. That is why parliamentary approval is required.
The government must educate citizens about the fact that decentralisation does not mean the state no longer owns those institutions.
Would the university be able to build a hospital without the government? no
I don't blame Dr Serebour, you need some financial knowledge to understand the complexity of corporate finance and medical Drs are notoriously poor at finance.
Most medical Drs really never have financial education despite the fact that they occupy the top 1% of intelligent people in Ghana.
Sadly, you don't know what you don't know. Nothing to do with intelligence. Medical Drs make bad politicians too. We can perhaps blame it on their lack of education in this area too.
A typical medical in Ghana would have studied science and mathematics prior to medical school. There after, they might never study anything else outside of medicine. They are essentially financial illiterates. No wonder despite being the highest paid civil servants, they still struggle financially.
If the university fails to honour the loan, which they will, government steps in. Besides, the university of Ghana is not a private university. It belongs to the state. So what is it about the university if Ghana funding the university themselves? Who is the university of Ghana?
The people, processes and structures of the university are there to represent the interest of the state. They are assets and 'EMPLOYEES' of the state. They are not a separate entity.

In this case, the car is a gov't institution, a gov't hospital. The employees are on gov't payroll. Who funds the UOG? The gov't. This gov't may not be there when the notes are due but they help secure the loan and can take credit for the structure. Especially when the payments are going to come from gov't coffers.
