DR BAWUMIA: _____-----International rating agency Moody’s has not upgraded Ghana’s sovereign credit rating contrary to assertions by the Mahama administration to that effect, the vice-presidential nominee of the main opposition New Patriotic Party (NPP), Dr Mahamudu Bawumia, has said. Speaking at the launch of the NPP’s 2016 manifesto at the International Trade Fair Centre in Accra on Sunday, 9 October, Dr Bawumia said Ghana’s sovereign credit rating got downgraded to (B-) under President Mahama despite having oil revenue at its disposal, from (B ) positive (without oil under the NPP). Moody's Investors Service recently affirmed the Government of Ghana's issuer and senior unsecured rating at B3 and changed the outlook to stable from negative. Dr Bawumia, however, noted that nothing had changed except the revised outlook. He said, in fact, international rating agencies like Moody’s, Fitch and Standard & Poor’s now have basically the same credit rating for Ghana. “The recent revision of Ghana’s outlook from B- negative to B- stable; that is the equivalent of B3” with the revision of the outlook from negative to stable, “has resulted in a misinterpretation by this NDC government and President Mahama that Ghana’s credit rating has been upgraded.” “This is in fact not the case. Moody’s did not upgrade Ghana. Ghana’s rating under Moody’s is still B-. It is only the outlook that has been revised and that is not equivalent to a change in rating or a rating upgrade. “Sometimes one wonders whether they don’t read or they don’t understand. So, let me give Mr President a free piece of advice: ‘Mr President, please desist from embarrassing yourself by stating that Moody’s has upgraded Ghana.’ Your economic management team should explain that difference to you. “The Mo Ibrahim 2016 report on governance shows that on virtually all key development indicators such as safety, rule of law, human rights, economic opportunities, infrastructure, business environment, human development, health and public management, Ghana is worse off today than it was 10 years ago,” Dr Bawumia said.

For that reason, he wondered if the NPP had the moral right to accuse Mr John Mahama of using state resources to pay bribes and buy votes, when the outcome of its own polls was questionable".
Some of us have always known that the NPP strategy of labeling the President as corrupt was a strategy to hide their own massive corruption in their party. if there was ever a doubt, Chairman Wuntomi's aide has erased all that. Now we know NPP better.

Gatsi John, the rating is still B - with stable outlook. We repeat, it is not B+ with a stable outlook. It is rather B- with stable outlook with oil.
Under NPP it was B+ stable without oil.
Please revise your notes accordingly so you can give your students the right information. It's very important you do not become a vehicle for the dessimination of unintelligence and misinformation in thr lecture halls of UCC.
If you cannot, please leave UCC.

You are upgrade if you move up a grade or down graded if you move down a grade. Each grade has three outlooks: positive, stable and negative. Ghana moved away from negative to stable (not positive as he lied about) and that is a change in outlook and not an upgrade!

The truth of the matter is the level of interest rate international investors (Banks/others) charge to buy our International Debt. At the moment a B- stable won't move the interest rate needle downward. Mr Tekper should come out and explain things to Ghanaians. All the three major Rating Agencies have Ghana's sovereign Debt at B3. With that rating we are ask to pay 8-12% while Ivory Coast pays 6% or lower. A real rating upgrade will lower our borrowing costs. Dr. Ghasti sounds like a paid town crier.
President Mahama's upgrade excitement is not surprising. When things are bad any little improvement can be propagated as good news. It is an admission that the economy is not doing well, otherwise a" negative to stable " should be treated as a yawn in the scheme of things. All the excitements about rate upgrade looks like the case of an idiotic drunk who is told by his friends that his sobriety is improving and rushes home to tell his wife that he is no more a drunk!

The truth is there for everyone to refer on Moody's website.

As a matter of fact, a credit rating is pure different from outlook change. A Positive or Negative rating Outlooks do not imply that a rating change is inevitable and, similarly, ratings with Stable Outlooks can be raised or lowered without a prior revision to the Outlook, if circumstances warrant such an action.

Abebe Aemro Selassie noted that “provided that, inflation can be brought down, real interest rates can be lowered, then that should allow some recovery in growth”.

This was in response to a question at the Annual IMF/World Bank meeting in Washington DC on what should be done to ensure the favourable economic growth outlook for Ghana from 2017 is achieved.
