The Member of Parliament (MP) for Afram Plains South, Joseph Appiah Boateng, has threatened to sue the Electoral Commission (EC) of Ghana if it does not come out to clear the controversy surrounding the filing of nomination of two NDC candidates for the area.
On the deadline of submission of nomination forms for parliamentary candidates, two stalwarts from the NDC filed to contest the Afram Plains South seat following the resignation of Mr. Boateng, to contest for a second time.
The two, Mark-Oliver Kevor, the Eastern Regional Secretary of the NDC and Eric Osei-Owusu are all said to have filed their nomination at the same time but the Returning Officer for the area announced the former as the candidate for the Akatamansonians after scrutinizing his forms.
Kevor, according to inside sources, was given the mandate to file on the ticket of the Akatamansonians by the National Chairman of the NDC, Kofi Portuphy.
However, Eric Osei-Owusu who contested the incumbent MP but lost, according to party officials, was also given the mandate to file by the party’s Chief Scribe, Johnson Asiedu Nketiah, popularly known as General Mosquito.
The two candidates have been campaigning simultaneously as the NDC parliamentary candidate for the area.
Party officials in the Afram Plains South have for the past three weeks, been putting pressure on the National Executives of the party to settle matter as soon as possible or risk losing the seat to the opposition New Patriotic Party (NPP).
The MP on Thursday, October 13, 2016 gave the EC a 48-hour ultimatum to publicly announce the candidate who filed to contest on the ticket of the NDC. Failure to do so, he added, will see the EC being dragged to court.
But Mr. Nketiah commenting on the issue in an interaction with sit-in host, Kwaku Owusu Agyei, on Anopa Kasapa on Kasapa 102.5 FM, Monday, said Eric Osei-Owusu is the candidate the party has sanctioned to represent the Afram Plains South.
“If you go to the records of the Electoral Commission (EC) of Ghana, the one who has filed in the name of the NDC and who has been given the power to represent the party is Eric Osei-Owusu,” he announced.
Asked whether he is aware that Mr. Portuphy has also sanctioned the candidacy of Mark-Oliver Kevor, he retorted “We don’t have such in the records of the NDC.”
Mr. Boateng reacting to the comments of his party’s Chief Scribe on the problem said the EC has more questions to answer regarding the eligibility of Eric Osei-Owusu to contest the Afram Plains South parliamentary seat.
He told Owusu Adjei that as at the time of close of nomination, the CEO of Ghana Buffer Stock had not filed his nomination and therefore wondered how Mr. Osei-Owusu got that opportunity to represent the party.
“As at the close of nomination on the deadline date, September 30, 2016, Osei-Owusu had not filed his nomination. The EC closed at 5:00pm. And at 5:30pm, the EC announced that three candidates including Mark-Oliver Kevor had filed their nominations. So, I am wondering how Osei-Owusu filed his nomination.”
“The EC must tell us the date it opened their offices for Osei-Owusu to file his nomination. Again, as at the close of nomination, Osei-Owusu had not transferred his vote to the constituency. So, the EC must tell us when it transferred the vote of Osei-Owusu to the constituency. I want the EC to come out to explain itself on the matter or face court action,” he noted.

So just do what you are supposed to do (the right thing) and if/when they don't win let them go to court. That (going to court) has nothing to do with you.

The last election was allowed to be stolen due to the lazy/poor organization of the NPP teams on the ground. They left policing of the collation centres to NPP parliamentarian candidates. When they didn't win, the candidates signed the sheets and left the centres even before all polls were aggregated. Extra votes were padded onto the NDC candidates. For an NDC MP in an NDC strong hold, it doesn't matter the number of added votes but added this to the presidential numbers makes a huge difference to the overall electorate.
The collation sheet is a legal/binding document and can't be contested. It would also make the NPP look very stupid to their foot soldiers if they brought up the collation sheets as the main issue. They had to find other problems so they attacked the pink sheets.

Officials in Florida and Virginia filed voter fraud charges against three people in apparently unrelated cases on Friday, just 11 days before American voters cast ballots in the hotly contested presidential race.
The charges targeted a Florida woman and a Virginia man accused of filing bogus voter registration forms and a Florida woman alleged to have tampered with absentee ballots she was opening at the Miami-Dade Elections Department.
In the Iowa capital of Des Moines, county election officials referred three cases of suspected voter fraud to police earlier this week, leading to one arrest on Thursday, police said.
Republican presidential candidate Donald Trump has charged in recent weeks that the election will be rigged in favor of Democrat Hillary Clinton, though he has shown no proof for these claims and many Republicans have called them unfounded.
Miami-Dade State Attorney Katherine Fernandez Rundle in Florida said that 74-year-old Gladys Coego had been working as an absentee ballot opener when a supervisor allegedly saw her changing ballots that had been left blank to support a mayoral candidate. Prosecutors said that Coego admitted to marking the ballots and was charged with two felony counts of marking or designating the ballot of another.
"The integrity of the electoral process is intact because our procedures work," said Christina White, the county's election supervisor, in a statement.
Tomika Curgil, 33, was charged with five felony counts of submitting false voter registration information for allegedly handing in forms filled out by fictitious voters while working on a voter-registration drive for a medical marijuana advocacy group.
A Virginia man was also charged with submitting falsified forms while working for a voter-registration campaign, state prosecutors said.
Vafalay Massaquoi, 30, was arraigned on two felony counts of forging a public record and two counts of voter registration fraud.
"There is no allegation that any illegal vote was actually cast in this case," said Virginia Commonwealth's Attorney Bryan Porter. "Furthermore, since the fraudulent applications involved fictitious people, had the fraud not been uncovered, the risk of actual fraudulent votes being cast was low."
Neither Coego, Curgil nor Massaquoi could be reached for immediate comment.
Police in Des Moines on Thursday arrested a woman who was accused of voting twice - casting early-voting ballots at two locations - in one of three cases of suspected voter fraud reported by the Polk County Auditor's Office.
Police did not disclose the political affiliation of the woman, identified as Terri Lynn Rote, 55, but the Des Moines Register newspaper reported she was a registered Republican.
A man in Texas, where early voting started on Monday, was arrested on Monday on charges of electioneering and loitering near a polling place, public records show.
The man, Brett Mauthe, had been charged for showing up to vote in a Trump hat and T-shirt with the phrase "basket of deplorables," a reference to a comment Clinton made disparaging her rivals' supporters, election officials told media.
