God, after seeing that all was in place - brought light upon the expanse of the earth. Went ahead to determine when lights should befall us - popularly referred to as Day and Night.

How could he build structures when water and light weren't in their proper places.

It just like construction work; you will need very important tools like water and electricity- which produces light. Take for example night construction.

You can't put structures down without water and without electricity(light). These goes hand and hand. God put everything in their rightful places.
