As at the end of 2015 only 11m Ghanaians had registered. I agree the scheme is fraught with corruption and mismanagement as well as the lack of funds. I agree that patients are given only Para when they visit hospitals bcos NHIS can't pay providers, but the truth is that ppl are still registering.
