The Chief Executive Officer of the Savanna Accelerated Development Authority (SADA), Dr. Charles Abugre, has disclosed that, $700 million is required to complete the Pwalugu Multi-purpose Dam project in the Upper East Region.

Parliament in 2008 contracted a loan of $525 million from Brazil to construct the Pwalugu Multi-purpose dam and the Juala Dam in the Northern Region.

Although Ghana received the money in 2009, government abandoned the projects and diverted the funds for the construction of the Eastern corridor road.

Speaking at the 7th assembly meeting of the Bongo District Assembly on the prospects of SADA, Dr. Abugre said, SADA is working through the government of Ghana to raise the $700 million from the World Bank to execute the Pwalugu Multi-purpose dam project.

He added that, the project has the capacity to irrigate about 20,000 hectors of land by gravity only, and 100,000 of hectors of land when pumped all year round farming.

The project has a generation capacity of about 250 megawatts of electricity, to supply to people of the Upper East Region.

“The cost of the project is about $700 million and all the paper work was completed six months ago; but there is some contention around the environmental impact which we are trying to deal with. It requires government’s commitment to mobilize the $700 million so what has SADA done?, we kept it in government priority agenda so we have pushed it on the World Bank and it can only start next year,” Mr. Abugre said.

But Spokesperson for the Coalition of Civil Society Organizations in the SADA Zone, Bismark Adongo, described government’s diversion of funds meant for the Pwalugu Multi-purpose dam for the construction of the Eastern corridor road as unfair.

He said government must give back the diverted monies to SADA for the execution of the abandoned project to salvage the predicaments of the people.

“If the Pwalugu Multi-purpose dam project was executed in 2009, it would have addressed the issues of food insecurity, unemployment, poverty and provided cheaper electricity for the people in the region” Adongo stated.

I have been saying all the time that Ghanaians will not destroy their country but rather foreigners will destroy it and then run away to their country after they have put Ghana into Flames. The other day , we had a Togolese, a foreigner Aku Gunn, whom Ghanaians have given shelter, food, education and a job having the audacity to lead Tugs to attack the Residence of the Leading Ghanaian Presidential Candidate. The problem lies squarely with Ghanaians because we tend to entrust our country and our destiny to foreigners who will certainly run away to their respective countries and rejoice from there after they have destroyed Ghana. Now we have that poor Lady who gave shelter, Food and a Job to a Foreigner , a Burkina, who had the audacity to murder her cold blooded. Unfortunately the poor Lady entrusted her destiny into the hands of a foreigner instead of entrusting it into the hands of her own Ghanaians. This is what you expect as an Individual or as a Nation when you put your destiny into the hands of foreigners. Believe me, no civilized and democratic country will give jobs in the country to foreigners while their own people do not have jobs. In Europe for example, foreigners do the Jobs which their citizens refuse to do like Cleaning, as Labourers for road and building contructions and the like. It is the same thing in United States. But we in Ghana on the other hand, provide jobs to foreigners while our own citizens remain unemployed. We tend to please foreigners rather than to please our own people. Even in other African countries, they reserve their few jobs to their own citizens. Some years ago, a Lady and her husband came to my office in Germany (since I am self -employed) and introduced herself to me as a Ghanaian from Wa in the North of Ghana. I told her that I was proud of her that she could support her family back home in Ghana. She then told me that she was a Prison Officer during Rawlings Government. But then during my conversation with them, the husband forgot himself and said that they had returned from Ghana from where they continued their journey to Burkina Faso to visit his wife´s parents in Ouagadugou and that he was so happy to see his wife´s parents and their large family. I then paused a little and asked the Lady why she lied to me that she was from Ghana while she was actually from Burkina Faso. She said that she lied to the Ghana Prison Services that she was a Ghanaian and that was why she got a Job there and was stationed at Nsawam Prison. But one sad thing which she revealed to me was that she enjoyed giving several slaps to all the "Akan Prisoners" who were put under her charge in the Prison. She told me these Akan Prisoners were scared to see her and they begged her and some were even crying so that she would not slap them but she enjoyed giving them her slaps every morning. I then got very angry and told her that we Ghanaians have given her shelter, food, education and a job and she had the audacity to slap the " Akan Prisoners" at the Prison. I then drove her and her husband away from my office. Later on, I heard from other Friends who knew her that she boasted for giving slaps to Akans who were imprisoned in Nsawam Prison, most of whom used to cry and kneel before her but that did not stop her in slaping these poor " Akan Prisoners". I understand that she and her husband have now seperated.
The case in point is that, if you entrust yourself or your country to foreigners, this is what you have to expect because they do not have any interest in you and in your country. Ghanaians must therefore learn to take control of themselves and their country. Another case is a Fanti woman who lived in the German City of Dortmund who felt in Love with a Nigerian because she would not marry a Ghanaian man. This Nigerian who later married her boasted himself to her and then later even took control of her Bank Account. Suddenly the Lady died and this Nigerian took over her Appartment and her property including her Savings. The Nigerian also inherited her Pension which the German State would pay every month to the Nigerian until his death.But the sad thing is that shortly after the Lady´s death, the Nigerian showed his true colours by bringing his Nigerian wife with whom he had three children, who had been living in Italy, to Dortmund to enjoyed the fruits of the hard work in this cold country which this Fanti Lady did for years in Germany.Even the Nigerian drove away the Lady´s only Ghanaian daughter and this child never inherited even a cent from the mother. This is what one must expect when one rejects his/her own country and people and put his/her destiny into the hands of a foreigner. There are many similar cases like this which are very desturbing. But I also take consolation in the fact that many REAL Ghanaians rushed to Nana Akuffo Addo´s Residence to confront these Tugs who have been encouraged by NDC to commit such an attrocities. That is a good sign. Therefore, we Ghanaians must learn to entrust our destiny into our own hands and not into the hands of foregners.
