Prez Mahama is very correct on the need to hold the public universities fully accountable to the state since the state contribute about half of their finances.Every institution whose emoluments are drawn from consolidated fund is a public entity.The universities should not be treated very differently from other public entities since those other entities also rely on only IGF to operate.
