The EC as the mandated authority for the election, is expected to take all initiative in terms of the guidelines including the format (indicating, the required info) for for submission of the names from the Security Svcs. Also making it clear that it is early voting as such each voter must vote at the registered or mother constituency so that they can elect their choice MPs. So both the mother register and the so called specially compiled list by the EC should be used for the early voting.Period
