Much as I doff my hat for the President elect, I have a sad feeling of the disappointment he is likely to bring upon the millions of Ghanaians that have voted for change. The simple truth is that the NPP Government will be the most scrutinized Government of all regimes we have had in the 4th Republic. The "TO DO LIST" will be on the desk and on doors and tables of most enlightened Ghanaians. My worse fears are for the teeming unemployed youth. The lucky ones will have some jobs associated with the presidency but the vast majority would realize that not even Nana Addo with all his best intentions can create the needed jobs for them in face of world economic recession. Despondency is bound to set in as the reality sets in and that is where Nana Addo and NPP will begin to see that it is easier for an opposition party to come to power in this circumstances than for a governing power to retain it. This is just for unemployment alone. The oil revenue would be woefully inadequate
to meet the many lofty promises made during the campaign, and Ghanaians are going to hold the Government to strict proof of these.

There would no excuses. School fees and light bills must come down. Taxes on fuel must be removed. Nurses and teacher trainees must have their allowances restored within the first 100 days. The US$1 million for each constituency must be ready. These are just a few of the 'minor' promises, not to talk of the 1 factory per District etc. Any pragmatic person who cares and love the nation will be worried.

THE TRUE RESULTS ARE FROM THE POLLING STATIONS
The EC has at all times their representatives at the polling stations and these representatives act on and behalf of the EC. As long as their acts fall within their mandate at the polling stations the EC is bound. The election petition of 2012 was predicated on similar understanding that the polling agent’s action was binding on the candidates and I was very instrumental in pushing up this argument in several communications with the legal team of the President and the NDC. This was based on the sympathy I had for the NDC as a result of the demise of the late Professor Mills. The editor of the Ghana Palaver got rewarded by the party because of ideas he picked from me for his editorial comments.
In research we normally come across primary sources and secondary sources of information. In my considered opinion, the result declared at the polling station is the primary source as long as it has been signed by all without any objection and this is very authentic and cannot be ignored. The summation done at the collation centers and the national level should be supported by this primary source so any figure churned out could be traced to this source. The view expressed by the Supreme Court during the Election Petition was very insightful hence the level of vigilance exhibited by all parties.
Should the EC try to play some game with the people of Ghana, I will not hesitate to recommend the following to the NPP and the international community.
1.The ballots were counted in the presence of the polling agents and candidates’ reps if present and upon agreement they all appended their signatures including the EC rep. In several instances the counting were observed by the owners of the process, the sovereign people of Ghana. These boxes cannot move into the custody of the EC and recount be done again as being suggested by certain people. We are dealing with a referee who cannot be trusted because we are aware thump printed ballots were being moved about prior to the voting process. On the basis of first principle we can start with the signed results from the polling stations.
2.Africans are generally corrupt or susceptible to corruption so we don’t trust any arbiter who will not give up to corruption. On the basis of this I will suggest that Signature Experts and Auditors are brought from the US or UK to superintend the process I am about to proffer.
3.The Signature Experts should be tasked to prove that the signed pink sheets or the results signed at the polling stations have not been tampered with by way of illegal duplication with forged signatures and votes tabulated. This should be matched with the one being used at the national headquarters of the EC.
3. The summation done at the collation centers or districts should be traced to the results from the polling stations. Every total should be broken down into its smallest unit from the polling stations. This is what I refer to as audit trail. The same process should be followed up to the regional and the national levels.
By what yardstick is the EC measuring over voting in the election? I believe this has been discussed at IPAC but in my estimation over voting will normally occur when those verified to vote are less than the number of ballots in the box. The system as I observed on the day of voting provides tight opportunity for over voting to occur unless some miscreants have deliberately stuffed the box with already thump printed ballots which they carried on themselves. But in this case it is possible for that person to be exposed judging from the eagerness of the people around and the level of vigilance displayed. Since human beings are supervising the process one cannot rule out margin of error which in my view will not be material in relation to the number of votes casted.This can be determined statistically when it becomes necessary. There are scientific computations which we can apply byquantitative method to estimate the margin of error.
I wish to use this opportunity to advise the EC to behave responsibly to declare the true winner of the elections as exhibited by the sovereign people of Ghana. No gymnastics will help them and the NDC at this point. Sadly, it is only in Africa where people find it difficult to concede defeat and this is caused by their posturing.
The kind of vigilance exhibited in this years election should be legalized and additional reforms should be implemented so that results can be announced earlier than the so called 72 hours which is holding everybody on tenterhooks.
