$1m per constituency is a fine and good policy.What Government needs to do is to call for project proposals.We need good heads and strategic thinkers to partner Government to implement this laudable idea.

The likes of Bright have always held themselves as the cleverest in Ghana. When a proposal does not originate from them, it must have problems. He probably needs to read the NPP manifesto before trying to be relevant in the aftermath of an election most of them thought the NPP was going to lose.

First, we are budgeted to spend $1, 600m this year on capital expenditure. In the past, this money gets spent alright but there was no transparency as to how.

The NPP promised to spend less than 20% of this amount directly in constituencies. This is to be overseen by three Development Agencies, reporting directly to the Office of the President. The answers to questions Bright is asking have been answered over and over again during the campaign. He is feigning ignorance to continue to be relevant.

We still believe in the NPP programme. Mahama spent this same amount and borrowed even more on top, but it brought only hardships.

It's only those who do not read that can be taken in by these middle class whinings. The sources are there for you to read for yourself - Ministry of Finance (Budget Statements) and Bank of Ghana (Quarterly Bulletins).
