By his own admission, he only knew about the appointments, supposedly, earliest by last Thursday, that is why he had not been able to inform his employers beforehand. This indicates that his appointment is coming three good weeks after Mahama had lost the presidency. So why the rush? He he had been unable to make an appointment all this while until a week before he leaves office: any sensible human being would have made a recommendation in his handing over notes for his successor to give it a consideration if and as indeed it is true that one prsident takes over from where the other left off!
By the way, at the end of the day, no public figure is independent of the people he is chosen to serve. Even the president cannot claim independence from the constitution, how much more the president's appointees? So Charlotte Osei and evil minded persons like her should stop claiming independence. They can easily be removed from their positions by any president working on behalf of and instructions from the people. If they want their independence, they should resign from their lucurative offices and form their own private companies - just as Akuffo Addo has advised people who want to make money not to join his government but rather go out there into private business!

Making all these appointments on his way out is just for clean up. He could have made the CHRAJ guy the substantive commissioner and given him the independence to investigate him but kept him acting while he was investigating the FORD scandal with the thought at the back of his mind that his job security depended on the person he is investigating.
