THINGS TO REMEMBER; 10 JUNE 2009
Lt. Col. Larry Gbevlo-Lartey (rtd) At long last, the National Security Coordinator, Lt. Col. Larry Gbevlo-Lartey (rtd), has struck at the top-most head of the opposition New Patriotic Party (NPP), making good government's promise of stripping the former President, John Agyekum Kufuor, of his post-retirement office located at Ridge in Accra.
The former President was ordered to remove all his possessions from the structure by the one-time Commander of Rawlings' own unit- 64 Reserve Battalion otherwise known as Commandos.
Yesterday, Frank Agyekum, Spokesman for the former President told DAILY GUIDE: “There was a call from Gbevlo-Lartey, the National Security Coordinator, to Ambassador D.K. Osei that he needs the office by this morning.”
By 9.00am yesterday, officials of National Security had surrounded the building, ready to take over when ex-President Kufuor's people had not even arrived at the premises.
The former President then asked that his office be cleared of all his belongings and the keys handed over to the National Security Coordinator.
The former President, according to National Security, would be provided with an alternative office accommodation but the timing was not made known, Mr. Agyekum told DAILY GUIDE yesterday.
Former President Kufuor met with a catalogue of challenges in his relationship with the new government he handed over to.
The challenges ranged from state vehicles to his monetary entitlements and then to the issue of his office accommodation, a facility he is constitutionally entitled to in his new status as a former President.
While some of the entitlementswere thought to be fait accompli, having been dealt with by the previous administration through Parliamentary approval, these resurfaced as sore subjects, deepening the political divide further.
The ex-gratia awards for former ministers and other political office holders was one issue which remained a potential inflammable subject on the political terrain for a long time.
Then came the chasing and seizure of cars said to belong to the state and which former ministers and others were not entitled to use in their new status.
As for former President Kufuor, he was dispossessed of all cars said to belong to the state.
Gbevlo-Lartey's name was prominent in all these developments as orders for car seizures and finally, the usurpation of the Ridge office building occupied by former President Kufuor emanated from him.
The late Hawa Yakubu lived in the residence when she was Minister of Tourism.
While in some cases the security strong man Gbevlo-Lartey came out to defend his actions, in others, mum was the word. One of the most critical remarks he made when the issue of the Kufuor cars cropped up was that he was going to make sure that the former President was dispossessed of all state gadgets.
It appears he has succeeded in securing all his objectives, having taken hold of cars in the custody of the former President, and now the office accommodation at Ridge.
At the time the subject was broached, partisan elements in both the National Democratic Congress (NDC) and the New Patriotic Party (NPP) jumped into the fray with varying interpretations.
At a point, what observers later described as a phony organization purporting to represent the people of Osu, also jumped into the fray but soon attracted the ire of elders of the Ga ethnic group who cautioned against the dimension the issue was taking.
No sooner had the phony group jumped into the matter than other groups sprung up in other parts of the country, threatening to ask certain non-indigenes to leave their locations.
The action of the Osu group, thought to have been put together by the National Security apparatus, was so abrasive that had it gone on for a little longer, the cohesiveness of the country would have been threatened.
In the heat of the hullabaloo over the Ridge office, the National Security Coordinator explained that the place was required to serve as a Safe House for his outfit and therefore could not be used by the former President.
Besides, he said the location of the building, close to the official residence and offices of former President Rawlings, was not in the interest of the safety of the President who uses the road near the place.
Government, at the time the argument raged as to whether it had given permission to the Former President Kufuor to use the place or not, explained that it had not given that nod.
The office of the former President stood its ground that it had satisfied all requirements to possess the edifice, having written to President Mills earlier.
Government, in its reaction, explained that the former President did not wait for a response to its request before moving in to occupy the place.
That the house would eventually be returned to the National Security became clear when Gbevlo-Lartey showed copious interest in issues bordering on the former President such as his cars and so-called security gadgets in his possession.
Some of the cars seized from him, according to Gbevlo-Lartey, are fitted with special security gadgets needed by President Mills.

The president of the United States of America, Donald Trump said he will continue to hold the neck of Africans if they are not ready to change. He said this when the USA representative who attended Nana Addo's inaugural ceremony reported to him that Ghanaians are complaining that the speech delivered by the new president is full of ideas presented by some past leaders. This is what he put on his Facebook.
"When I take the pain to condemn the THE LAZY AND EFFORTLESS MINDS of my dear inferior African people, others say I am being harsh on them. But trust me, I will continue to hold the neck of Africans if they are not ready to change. If you give them raw food, they ask you to cook for them. All they need is to sit down and fill their CLUMSY stomachs.
I don't like them and I will not do them any undeserved honour. But manner in which the Ghanaian people changed government without any blood shed deceived me to think that they were coming to their senses. I thought they did well and I honoured them by sending a delegate to represent our dear nation.
But I was surprised to be told by my delegate that the people of Ghana said the speech delivered by their new president is full of ideas presented by some past leaders including our former president; Bush. I have read the speech and it is all true. Was he to tell his people his own visions or to present a catchy speech? And when I say it, people say I am inhumane. It is usually a bloated government with unnecessary ministries. We have had ministries of power, fisheries, roads etc. Roads should be part of the Transport or Works Ministry. Fisheries could be part of the agric ministry. This is all due to the bad constitution we have. The constitution should be amended to put a cap on the number of ministers. I agree with Dr. Nduom we do not need more than 40 ministers Considering our economic situation.

Even the USA has less than 25 ministers how come Ghana has over 80 ministers and deputy ministers? With regards to parliamentarians, it's not right for us to keep increasing constituencies and parliamentary seats based on population increases. The US has a fixed number of Congressional seats. If we continue on our path to more constituencies, soon Ghana will have 500 parliamentarians. How sad?
