Constituencies/Voting Districts are the areas/units President Akuffo Addo and his Vice President want to fund with those $1M award.

I know you know exactly what you're talking about. But calling the constituencies "voting districts" can confuse that with the municipal and district divisions that also vote for their members even if their bosses are appointed by the chief magistrate of the country.
I think it will be better to limit the unit under consideration in your paper (it is a paper rather than an article - lol) to "constituency" even though that division is purely for the purpose of "voting". And there are 275 of these. Will prevent confusion with districts and municipalities of which there are 216. And using them interchangeably may also confuse.

But yes, we use Voting Districts and Constituencies "interchangeably", and for effect!
It is on purpose considering what we set out to achieve.
We mentioned this is a 3-Part paper.
Do you have a copy of the Final that has a discussion of "areas" in Part 1?
And if there is confusion, you really want to assign much of the blame to Akufo Addo and Dr Bawumia for even suggesting that they are going to award the funds directly to "Constituencies"/Voting Districts.
They are the cause of the problem!
We imagine they want to bamboozle a lot of people, and they've succeeded to some extent, as we note in the paper.
In all the discussions in the 3 Parts, we make it clear that Constituencies are Electoral Commission "Voting Districts".
So, unless you agree, please spend time interrogating the substance, the data, our critique of the conceptual underpinnings of the proposal, likely legal and constitutional muster, institution-building capability of the proposal as opposed to a wayward strong man executive, and equity, etc.
Finally, we must note that it took some time to put the paper together. We've thought quite a bit about this one. This is serious business from where we sit.
The paper is actually of the standard/type we published when we analyzed Bawumia's demand for a "New Voters Register". That paper, "Dr. Bawumia’s Case for A New Voters' Register is Bloated With More Gas Than Evidence", still available online, was an objective and data-driven analysis of that demand.
Now, we all know the results.

But when the final " decentralization" is done, aka 'FEDERALISM' as best as they can organize it under the current constitution, Ashanti Region will end up with more Voting Districts after the 2020 census. More Voting Districts will be created there when they argue for statistically equal populations in each Voting Districts throughout the country. So this is a SLOW walk to FEDERATION of some sort- the original argument of Dr Busia in the 1950s-(Mati me hu).Don't be fooled by the so called ' decentralization' program. Otherwise why split Brong Ahafo and Western Regions that have a combined population equal to Ashanti Region? Then the current Ashanti Region should be split into 4 Regions. Greater Accra Region has over 4 million people and so if one splits BA and Western Regions with populations of approximately 2. 4 million each ugh, then definitely Greater Accra Region has to be split. The " political play " has just opened on" Broadway" and so stay tuned!

Please replace districts which are definately administrative and existing in a tangible governacne structure. For instance, Lara in the Upper West Region is said to be the oldest district in Ghana.
But what the NPP said is $1million person constituency which is more of an electoral demarcation and may include lists of districts.
So there is a likelihood that there are are more districts than constituencies. I stand to be corrected.

Clearly, you do not have the intelligence to read, let alone digest, the content of the paper.
One thing helped the then NPP presidential candidate who is now the president: the statement "please try me too and see what I cand do".
Learn to be concise. That is better writing.
It was a good attempt. But since you title is wrong your results are flawed.
