The president does not reside in all districts at the same time so this is the only good approach

These academics talk by heart without understanding that Ministers are primarily appointed to design and oversee implementation of policy, and their especially important in accounting to Parliament on behalf of the President. If a particular President sets himself a high bar in his manifesto which most academic have said is over ambitious why are you concerned about how he wants to deliver that as promised. The largest drain on the economy is corruption, sole sourcing and incompetence and sheer negligence. You have not commented on that before but you are crying over salaries, cars and perks of 4 additional Ministers to the previous high of 32 by JAK. Yet even the NDC admits grudgingly that his was a very successful presidency. Let see if Dr. will recommend that the Departments and faculties in his University be merged and reduced drastically to save costs on having many Departmental Director or Heads.
