This type of governance in Ghana is not helping us. I mean "The winner takes all system." The way Ghanaians are, I see that we don't need ONE-MAN-PRESIDENCY. we rather need a presidential council that will have a representative from each region. We were created to respect the elderly and those in power. For this reason those who receive power abuse it. With this in mind, I think our power must be in the hands all the people. Now that ultimate power rests in the hands of a President, he can do anything in his interest be it against the citizenry or not, he will satisfy his party's interest. This winner takes all has been practiced since independence but has never helped Ghanaians. If there were a presidential council no one would be able to make nay
appointment that is opposite to the nation's interest. I will always advocate the PRESIDENTIAL COUNCIL.

Whether a Minister is called Secretary of works or whatever is not specifically specified. A Presidential system cannot have a Prime Minister.

Does the constitution specify the creation of Chief of Staff? Is the Chief of Staff not a Supervisor of the Ministers or is he not ranked above Ministers? According to Ayariga sorry argument, then the Chief of Staff is acting like a Prime Minister and therefore that position is unconstitutional. Ayariga is embarking on a losing cause.
