What Gov'ts over the years have been doing is to facilitate the processes and not pay for any pilgrim.
Even from paragraph two, a good reader should be able to make that determination. The paragraph clearly indicated that the debt in question was the money paid by people who could not be airlifted to Saudi Arabia but would require Gov't through the Hajj board to reimburse them.

The article talks about reimbursement, go and look at its meaning. You cannot reimburse when there was no payment.
I think we should rather be questioning where the moneys were lodged so we can use that for the refund.

The government benefits by negotiatiating for a cheaper fare based on the number of passengers.
It is the responsibility of the government to ensure over 4000 of its citizens travelling are safe. So let it made clear over 90 percent of pilgrims pay a fair market price and we should stop making much out of nothing
