Kapito is totally wrong. Up until recently, most men in the United States had been in the military. Therefore when a President appointed someone to the position of Defence Secretary, the chances were very good that he would have had a military background. The equivalent positions in France or Germany or the UK, has similar history. One does not need to have been a senior military officer to be appointed to head the Defence Department.

As a former military officer, I find the assertion by this gentleman to be very flawed and not factual.
In most "advanced" democracies the key principle in defense policy and administration is normally " civilian" oversight of the armed forces or defense forces.
The minister of defense in basically the leaders at the ministry to ensure that the strategic political agenda of a government in terms of defense is effectively accomplished.
The minister is also held politically responsible for lapses and short-falls during performance assessments of that particular ministry by the president ,who is the commander-in -chief of the armed forces and exerts strategic command and control on every operation and posture of the armed forces.
In my opinion, I would rather prefer an accomplished civilian who is administratively competent, has good interpersonal relationship and goal -oriented to provide oversight and leadership for service commanders who have operational command and responsibility for the day to day running on the force.
It is not about the person necessarily being ex-military that matters, but the appointee's ability to demonstrate leadership, attention to details, receptiveness to innovate and use available resources to ensure the safety and efficiency of military operations, diplomatic,principled and a person of integrity.
Sometimes our ex-military personnel may be saddled with institutional biases and "personal conflict of interest " situations that may hamper their effectiveness with their former peers, sub-ordinates and superiors as they try to "get grip".
The advantage for civilians may lie in the fact that they may not have any prior institutional entanglements and will have the flexibility and ease to interact and accommodate every facet of the force.
I respectfully disagree with the assertion on face value, but if we had an ex-military person that exhibited all these qualities and is appointed on these merits, all the best.

During the ndc era somebody with the work experience of dining prefect was a deputy defense minister and he worked well. So a ranking member in parliament on defense will be super.
