  EU should learn from both Israel/Netherlands and Japan examples.Both Israel and Netherlands put money together to renovated Our treatment plant and extend our water to benefit communities and they gave the ex-government or previous government $14 million to extend water to and additional $7 million if they extend water from where they left of and the government stole the money so is world bank $53.7 million for fisheries research and purchase vessel and construction of harbour and the money stolen so Japan government decide that they rather built the harbour and given the money to thieves so if EU is serious then they should rather bring equipments worth £7 million and give to vocational and technical schools else a thief will steal the money.

  UNLESS, THERE IS A CLEAR PICTURE ON HOW THE PROMISED FUND WILL BE USED,WELL BUILT AND EQUIPPED VICATIONAL AND TECHNICAL INSTITUTIONS,WE WILL STILL BE AWAY FROM THE PRODUCTION OF QUALITY SKILED WORKFORCE TO TURN THE WHEELS OF INDUSTRIALIZATION.
  
  HOPEFULLY THE FUNDS, ENDS NOT IN POCKETS OF IN THOSE WHO WILL BE INVOLVED WITH THE PROJECT.
