She was born on 21-01-62 (check wikipedia). She finished her first degree in 2009 (I think) hence she finished at age 47. If what the lawyer is saying is true, then she is exampted from doing National Service.

If she completed UDS at the age of 45 then she is exempted from doing NS. If she was not 45 at the time of completing UDS and deliberately refused to do NS then she is culpable.

Even if she decided to put it off, she may have had the chance to comply, following her return to the country, if she traveled as she claims. Not rectifying the situation amounted to non-compliance.

As a nation, many of us are quick to evade responsibility, if we think we can get away with it. We should stop making excuses and make people do the right thing.

We have another one, Catherine Afeku, who is saying that she was living with her parents in Kenya and therefore could not do the National Service.

How long has it been since she got back from Kenya.

Did she make any attempt to comply?

Please note that if she completed her education at the age of more than 45 but below, then whether she is 60 yaers she has to do it except by by the NSS Board

Does the law stipulate that one is exempted from undertaking national service on COMPLETION of their tertiary education if they attain a certain age OR that one can hide underground and resurface and invoke that exemption?

And why should that Exemption be in place anyway?
It would encourage people who enter work, especially teachers, who enter university on study leave, get paid by the state while at university as Mature students, leave uni and into work and be exempted from paying back their invaluable service to the state. Remember we need not only their expeience but the Finance put into their education to promote cocoa production & much-needed infrastructure in deprived areas.

We should be thinking like that henceforth.
