If I ever hear "primary balance" from his mouth again. He has used this more than 100 times in the last 3 weeks, sometimes even inappropriately to answer an unrelated question.

The monetary part of the economy is the mandate of the Bank of Ghana. If the cedi is losing its value, then, cry to the BOG Governor. The finance minister takes care of the fiscal part of the economy.
