It is a simple enough statement which any gov't official in the past administration, any friend of the past administration, any surrogate of the past administration, should be able to understand clearly that you should, you must, and you will surrender any asset of the state in your possession.
It is not written in Tagalog. It is very simple for even primary one pupil to understand. As to why Rashid Pelpuo seems to be having this difficulty is quite amazing when primary one pupils understand this statement so clearly.
Where is the harassment here? It doesn't exist, has never existed and will never exist.
If Rashid Pelpuo does not understand this simple thing you should get a primary one pupil to explain it to him.
