  Political parties come to power and ignore the AG so they can loot properties that the state owe and others that are purchased. The like are the vehicles Kofi Adams is using.

This was obeyed and there was smooth handovers in all the regional centers. That was a military administration but now that we have a civilian gov't the retrieval is being done militarily, "Why that."

  Sadly, the so-called Administrator-General has no clue what an asset register is let alone what it takes to compile one.
  
  Our bane is the doling out of jobs to cronies, and this Administrator-General is a classic example. I hope a journalist will ask him if he has ever seen an asset register and how it can be compiled.

  So the State has taken over and will do it thoroughly, very, very thoroughly to the extent that might even serve as the template for your staffing and resource needs.
  For now the State is retrieving all it's assets one by one, one by one, every single one of them.
