Your emphasis should not be on the zongos alone becuase others like old Biriwa etc. which is a fishing community also need assistance so the incoming minister has a bigger task ahead of him because the ministry will cover a lot ground.

This new megahousing ministry with massive funding should operate from the Presidency , and should liaise with several ministries, including Environment, Science, Technology, Innovation, Finance, Education, Health, Gender,Children & Social Protection ministries.

I think the Zongo idea can be traced to the president cos he lived for a long time in the Zongo of Nima.
