It is a fact that the DVLA does not register vehicles that drop from the sky, even if vehicles are supposed to be rain that drop from the sky.
A vehicle that has the number of its chassis changed is none-existing in the records of DVLA,thus from the go is a stolen vehicle and will not be registered.
A good friend of mine had a vehicle shipped to him from Germany, because it was a stolen vehicle he could not register it with DVLA.
