If cocoa money has been kept aside University of Legon couldn't have been built.So as many secondary schools and Teacher Training Schools that were built at the same time across the country by Nkrumah, wouldn't have benefited many more today.
Go to many cocoa growing areas and find out how many of their children directly benefit from the Cocoa Board Schoolarship?
Should we have to keep the Heritage fund and deprive the children of Ghana, especially people whose land we get the oil the needed education?

If you save the monies and divert it to develop infrastructure, how beneficial will that be when half the population is uneducated, I'll equipped vocational, technical or formal education wise? Let the likes of dr manteaw had think thru this: a choice between infrastructure debt st the expense of educating the youth AND investing in youth through education, which is empowerment, enlightenment, employment, and even health awareness. Ifwe invest in youth education, backed by employment creation then wr are creating avenues for sustainable debt. Also investment in our youth will lead to jib creation in both the private and public sector; small scale and medium scale levels.
Dr Menteaw's option is short-sighted, unproductive and detrimental to sound GDP growth
