  The free educational program should be used to steer students to certain immediate needs for the country. For example vocational, technical and science. Otherwise there will be a glut of unemployable graduates. This is similar to the 1930s when students at GSTS which was then at Rowe Road in Accra students were paid 2 shillings per term allowance but those in the secondary schools had to fend for themselves.
