  Go to the mmda's/mda's and see for yourself fake receipts and what have you all in the name of accounting for one's stewardship. Auditors should check also for value of money and not just receipt ...

  Why was it withheld before 2017 that now it's coming up since August 2016? Could it be that they were immuned by the previous regime. It's happening in almost all the govt institutions but for fear of victimization and harassment, individuals are silent in blowing up the cover coupled with the criminal conduct of some of these auditors themselves that are shortchanged with incentives to prevent effective auditing.
