The Oil Revenue Management Act has 4 components in there:
1.Annual Budget Funding Money.
2.GNPC Fund.
3.Stabilisation Fund.
4.Heritage Fund.
Therefore,NPP has option to select one or combine the components.They don't necessarily have to touch the Heritage Fund.
For example,combining the GNPC Fund and Stabilisation Fund alone will give you over 60% of the total oïl revenue for the year.
The problem here is transparency,NPP can't promise free shs and hide the source of funding.
I don't think we should wait for the budget to be presented in parliament before we debate,that's lack of transparency that breeds corruption.
Let's learn from the Nigerian experience where they decided to fund free education up to the university level with oïl revenue but ended up in catastrophy.Thank you.

The question is: should education be free for those who can afford to pay for it? Should education be free at all? Education is an investment in a person's life. Is it not reasonable that parents should contribute towards the investment in their children's future by paying school fees?
One problem with free education is that people tend not to value anything that is free - if people pay for their education, they will value it and take it more seriously.

I always ask myself, do this stupid group of people called the NDC have any good intentions for our dear country ? And the answer is a big NO, WHY? Because
1. They had enough and unprecedented resources since independent, but did little to bring relief to the lives of many suffering individuals
2, We experienced the massive and unprecedented CREATE,LOOT and SHARE under their eight year rule in the history of this country. So they should give us a break. WE THE PEOPLE OF GHANA NEED THE FREE SHS AND IS NOW, PERIOD.

If you must use the Heritage Fund to educate and empower the fathers of the generation to be born, please do so boldly and ignore the NDC. The wouldn't bother about your noise if they were in power. All the NDC wants is for the Heritage Fund to be left to grow so they can have something to loot if they whenever they regain power. Let the NPP strengthen its propaganda outfit and meet the NDC's propaganda boot for boot. Make the argument to Ghanaians that the unborn generation deserve the right to be born to parents who have been helped out of illiteracy and empowered to give them a good life. What is the point of hanging on to the Heritage Fund for a majority of the next generation of Ghanaians to be born to helpless illiterates? NDC just fears that a successfully implemented Free SHS Programme will keep them in opposition for a very long time.

Remember that when Nana Addo was asked how he was going to fund free SHS during the BBC interview, he evaded the question by replying that he would tell Ghanaians. Years later, when he is in government, he is still clueless as to how to fund this pipe-dream!
The government should come clean and admit that they cannot pursue this free SHS policy. Better to be honest and save face in the best interest of our country than to keep perpetuating a lie!

The Ghc 6 must be deducted from accounts of mobile phone users in bits, that's 20 pesewas a day for a month so that users will not feel it. If we have at least 2 million mobile phone users in Ghana and each user pays Ghc6 a month, we can raise Ghc 12,000,000 in a month and Ghc 36,000,000 in every 3 months that make a term of the academic year.I believe we have more than 2 million mobile phone users in Ghana so we can raise more money by this means to fund the free SHS. People use more than this amount to purchase data bundles to download unnecessary videos.
