This smacks of polished disguised Protocol. How are the 600 people going to be selected? 60 from each region is not equitable since all the regions don't have the same population.
The days for sending people outside to study for first degree are past. Before 1970 there were not enough qualified lecturers at the universities. What is needed today is to resource the universities in Ghana to be able to reach out to many more students.
Here is the mathematics.
Out of state boarding and lodging in the USA is around US$ 50,000.00 Multiply that by 600 and you get US$ 30 million. Multiply that by 4 years and you are talking about US$ 120 million. Imagine what 120 million dollars would do for KNUST, UG, UCC or any other university. Furthermore, there is no assurance these students will return home any time soon to contribute. They may pursue PhD programs etc.
Bottom line, this is SHALLOW thinking.

Go and ask the Chinese, the secret behind their sudden rise from being the paddy rice farmers to the hub of the modern industrial powerhouse, all within the period of 40 years. For your short tutoring During the cultural revolution Chairman Mao Zoe don introduced what was termed as the re education which simply means that sending the rich children to learn from the peasant farmers and the poor village kids to the cities and overseas to study. At somepoint, the kids were made to swear an oath to return back to China after their education to help develop their country. This explains their work ethics and ascension to the second biggest economy of the world in such a short time. Is it not shameful to always assume ourselves as the consumer and never the producers. No wonder the lazy thinking NDC bypassed the local furniture producers to buy a cheap Chinese furnitures for our Parliament House. And also their Looter kingpin John Mahama took an advantage of the free Cuban scholarship scheme they offered to train our doctors and turned around to ripoff our government for over $ 50,000 for each student.

There are so many arguments on each side to this issue . We can not exhaust them here. But I am glad that we all got the fundamental issue that science and mathematics are critical to our development. Let us find ways and means of making it very common and part of the auto thinking of the younger generation.
The NPP has got it right. Science and Mathematics. But in Ghana we very often get the idea right but get how to make it happen wrong.
If they are looking at creating a critical mass of crack young scientists within a shortest possible time then the best assurance is to send them abroad.
Many countries did that and recently china dud that. But all these countries are different from Ghana. For example, the level of patriotism at the time in China was superb. All those who were sent came back dutifully to serve the nation. Brilliant guys turned down juicy offers in the west to come to their country to struggle and make it happen. When the came , the country put them into full use.
Again in China, at the time if you failed to returned your family will suffer for it. So every body returned.
Now in China the have improved on science and mathematics education in all their schools. Technology is on top. Those who now sponsor themselves to go and study abroad are encouraged to come home. The government has set up a fund for returnees who want to go into technology development. Venture capital for technology for returnees. Now you see these young ones everybody trying to set up a technology industry. The funds are for free but people use it for real work, not like the akonfem or rlg type.
Frimpong Boateng got it right , fund for technology development, and getting a crical mass to send abroad is also right.
But look, the approach is aready a failure. Why on regional basis? Are we looking for crack guys who will go and come and be used as a stem to develop science, mathematics and technology or is just favour so every region shoukd have a rep whether good or bad..
We should take genuinely crack Ghanaian guys and not regional people. There should be a genuine way of selecting them.
In any case who says living abriad is enjoyable.
Let us encourage one another to do things right and we will move on properly.

that isn't bad however, it wouldn't bring a single change to GH. Ghana must marry the science to visual Arts for a meaningful change. Ghana needs practical graduates who can produce solid useful objects for her usage.
