I am inclined to say the the Council of State (COS)did not approve of the release of the notorious gangs of 3 from prison by the President went ahead and released them in his capacity as the President. It is one thing consulting them and another consenting to it. Which shows that Mahama might have consulted with them, but they did not agree yet he went ahead and released them. As far as I am concerned, these 3 gangsters should go back to jail to finish their sentence.

Even if its deliberations are confidential, are they available to researchers so that through the lenses of these academics, citizens can be assured of at least a very small window of evaluation of its work? Maybe if the RTI Bill is passed, things could become clearer. For now however,many citizens do not see or appreciate its relevance.
