  did he steal or not? even if he did, it doesnt call for such a heinous reply. is phone more precious than life? why not hand him over to the law instead? that's too inhuman

  They must be arrested and charged with "torturing a minor" or what ever the offence is.
  police must find out if the child has been abandoned or denied necessities of live by his parents and help provide help for the child.
