  This is how judgement debt is created. Contracts are signed by parties legal representatives and are binding and must be respected. The NDC as a government at the time has the power and authority of Ghanaians to enter into contract with any party they deem fit. Ask Obama, when he claimed that he will close Gitmo, little did he know that there are lot of legalities surrounding its creation.
