You say I am rich so I don't bother. The next day, the doors of your house have been removed, you say don't worry I will put another door, the next day your computers and household properties are all gone, as usual you say: I have my family to look after so family let us get on with life because God will come down and replace all the items that are gone.

Mahama thought he was smart to seize state asset he lived in as VEEP and followed on until he left office as a President. Presumably all free of charge. Why should a teacher pay a rent for a single room yet a President seized accommodation given to him for a period of time he serves Ghana. What is the President impacting to Ghanaians that a teacher couldn't. On top of all these freebies the President was trying a byforce tactics to seize the property belonging to the state had it not been the by force tactics of the general public too.

Transparency will help. Whether it is personal property like cars and furniture 5th real estate like land and buildings, the trick is to develop and maintain a database. You may have the Administrator General as the home of this database. But then the database is to be shared with the Ghana Revenue Authority (Customs Division), and Ministry of Finance, and Parliament and EOCO and the CID. Data protocol can be established which allows the Customs Division to.log ALL vehicles of any sort which enters Ghana as a government purchase. The Administrator General then inducts the data into his database. The data is immediately available to the other offices, as soon as it is entered. All the offices, aside from the Administrator General's office may have their data in a read only mode and once the data has been entered, it may not be altered. Subsequent editions may be published, but each edition to remain a permanent record. Each person, who edits the record shall be familiarised with the consequences of falsely changing data. The identity of each such editor, shall be permanently attached to the edited file. For cars, the make, model, year of manufacture, year of importation into Ghana, government agency to which it is assigned, government official to which it is assigned, name of official driver, his driver's license number, Voters ID number etc, region, district and town name should be part of the database. The database can be built so that the newest cars are at the top. As the car gets older, it automatically moves lower. There are no fool proof ways of stopping thieves from stealing but a system can be put in place which establishes a trail of ownership and possession. If the last known person in possession of a vehicle cannot account for it, then he must be made to pay the full "blue book" value and not the government valuation which has been used in the past.
