Is this guy not the one supplying drugs to civil servant? if yes, why blaming them? It is the politicians who aree too corupt that, they can not regulate civil servants because they are heavily corrupt than anybody in Ghana.

If government is not paying the people well what happens! they become corrupt. Is about time they start paying well so that mechanism can also be put in place to check their shady deals.
