  Is it to compensate or give financial and medical assistance to those affected? To compensate implies assuming guilt. Is the government guilty for the death of the students? By giving medical and financial aid will show that the government shows concern and not guilty. Let these politicians know how they choose vocabularies and use them. And I learn he is a lawyer.   This person is supposed to be an experienced legislator but doesn't think analytically. It's a tragedy but unless it occurred due to negligence from a govt. agency, this statement has no locus. It is for the public to show their compassion by donating to these families. That is what he should be encouraging instead of spending govt. funds like it's from his private kitty.
