  Human capital made up of high school graduates? This free SHS thing is going to create half-baked literates who are neither equipped with employable skills needed, nor capable of all advancing to tertiary institutions. Yet, with their SHS certificates, they will consider themselves "educated" and therefore neglect other skillful pathways to becoming preferable citizens. In short, the free SHS is going to produce quacks, and is therefore, a Trojan Horse gift.
