The simple solution to your difficulty is that if it is widened and some businesses can't pay got using its database can cushion such business to grow and employ people and at the right time take up their responsibilities by paying their fair share.The least is we have all the data of every small business and at least little drops of water makes a mighty ocean.

When taxes are lowered to the point where your average small business owner feels it is a moral obligation to contribute to the nation-building effort by paying their taxes, it will paradoxically lead to more tax revenues being collected - because of the consequent widening of the tax net caused by lowering the rate of taxation on businesses. Simple really - but perhaps rather hard to cotton on to if you are a tax-and-spend politician grown fat from a cushy sinecure at the presidency.
