  THESE STATE INSTITUTIONS ARE OF NO BENEFIT. THEY CAN'T COMPETE & THE MENTALITY OF THEIR MANAGERS ARE BELOW AVERAGE. PRIVATISE THEM, RETAIN ONLY KEY DEPARTMENTS.
