  The President is not Hitler who carried out the second world war.He is a desciplinarian,who wants to see his Administration becomeing sucessful,and by doing so,the appointees must instil loyalty in the realms of their respective ministries or where ever they may be sent to administer as men or women of higheset intergrity.The deputies must exhibit sence of responsibility and loyalty to their bosses,the senior ministers,to avoid unnecessary show offs,hence the Deputy minister might hold the highest qualification.In politics the biggest qualification does not matter in the mean time, until latter days when reshuffles are made to re access performances of deputies for futher promotion to fill vaccant places. The ministers and their deüputies must not turn the whole place into boxing arenas to disrupt efficient perfomances of the new Administration.
