The commissioners are supposedly full time officers, collecting stipends for work done whole month. What has been happening after their meeting two weeks ago? And where have the various commissioners been since the meeting? How can the whereabouts of the head of the commission be speculatory at the time the commission's budget allocation is under consideration? There is more cobwebs in that cupboard.
