Once the bonds were bought by a foreign entity, it counts as external debt and will increase our external debt stock. Once upon a time, your party told the world that she is not going to borrow or raise bond haphazardly like the stubborn NDC administration. Now, here we are! Yes, the NDC managed to raise a similar bond with the same Franklin Templeton institution, not in secrecy, but through the cognizance approval of our constitutional mandated August House.

Moreover, the NDC administration did so, not in their first 100 days in office, but much, much later. So, go and acquaint yourself with the clear difference and come again, clod.

The Chief Legal Officer of the State, the AG was not consulted on the issuance of the bonds; 4. Even though the bond was apparently nominated in cedis, more than 95% was bought by a foreign company registered in the US. This thus translates into an international transaction which, according to our Constitution, requires parliamentary approval. Therefore, the assertion by Bawumia that this placement was domestic is baloney, bollocks. It is going to increase our external debt stock. Bawumia can fool non-educated and educated illiterates in the NPP but he can't fool Ghanaians al the time. The man so far still talks as if he is campaigning.

1. section 3.1.1 of the public Borrowing guidelines defines an external debt as disbursements and "contractual liabilities of central govt to non residents with or without, or to pay interest, with or without principal." pls note that the operative word that qualifies a debt to be external is the residence status of the investor. if 95% was bought by a non resident then it is external debt and must go to parliament. section 5.2 of the same guidelines provide the processes to follow in getting an external debt.

2. article 181 of the 1992 constitution and the loans act 1970, act 335 solely mandates the minister of finance to borrow on behalf of govt enjoins the minister to seek parliamentary approval in doing so.

The transaction reduced Ghana's debt commitments, lengthened the repayment period and actually, eventually reduced the debt and the debt repayments repayments. All these was done to limit the effects of disastrous borrowings by NDC government and ignoramuses like Ato Forson.

The transaction was done with the same bookrunners, advertized by the Bank of Ghana and issued under the BOG's issuing guidelines and procedures.

Nothing changed, except that the NDC folks lack understanding of the financial markets. Ato Forson could not even finish ACCA, has a very substandard first degree in Finance and yet he's the spokesman of the minority and was a deputy finance minister. It should tell you of the brain trust of the NDC.

After i finished reading through the news of the blunder committed by my finest ever vice president of this country. i must say i am highly shocked with grave disappointment. if the number two person of our this country truly insulted Ghanaians this way then I am afraid. what is Dr. Bawumia's trying to tell Ghanaians? are you telling us that we have voted for demigods? couldn't you have find a better way to make your submission clearer?
