  Does that mean he is going to stop it? He should be clear. LEAP must continue because there will always be such people among us. I think Gh40 or something like that to a very poor person is not a bad idea. He should rather reduce his ministerial appointments and use such savings to fund such important programmes . just take the salaries plus allowances, etc. of the additional 26 or something ministers and divide it by Ghc40 given to these leap beneficiaries and you'd be surprised by the number you get. Yet these big men see the funding as unnecessary but for just a few people it is. This marks the the difference between capitalist NPP and socialist NDC. Remember that any social intervention the NDC came to meet they improved it.
