The governor of the Bank of Ghana is making a mistake. Central banks lend to major banks in all countries that understand economics well. I don't get his point in wanting to end this practice. Ghana needs capacity building and human resource improvement at the central bank. Why then does the monetary policy committee set the central bank discount rate which is the rate at which commercial banks borrow from the central banks. The prime rate in some quarters is defined as the rate at which commercial banks lend to their most important customers.

In my view presidential promises are over and it is time for action by the NPP administration. The only meaningful way to cater for the needs of the poor is to have a vibrant middle class in Ghana. Unfortunately this move has not been demonstrated by the current NPP government. Taking care of the poor will mean having in place not only a vibrant middle class but also having in place a diversified economy and a diversified export basket with a wider range of unique processed or value added goods that meet fully the needs and wants of both international and local consumers. There is also the need for a vibrant private sector with less interference from the government. Since the time of Nkrumah manufacturing has gradually vanished from Ghana and poverty has taken over. The question the current administration needs to ask itself is what strategies do they have for not only diversifying the economy but also diversifying the export basket? Ghana continues to export commodity goods at the expense of a vibrant economy. Unfortunately, not only does the demand elasticity of such commodity goods (the sale of natural resources and extractive products) elastic but also they are of less value on the international market vis-à-vis their processed counterparts. Besides, the current goods exported by Ghana are prone to global economic shocks which are here to stay with globalization. The NPP should know that without a paradigm shift and embracing prompt strategies geared towards the diversification of the economy and an export basket with the widest range of processed goods and services (from canned goods to unmanned air planes), Ghana will continue to not only have a low GDP but also persistent poverty. Ghana has to take a cue from Mauritius an African country that has embraced both economic and a diversified export basket. The truth is that merely having gold, diamond, crude oil etc will NOT take Ghana out of poverty, rather the diversification of both the economy and export basket will. When will NPP learn?
