  Would they share their profits with the nation called Ghana? Imagine government helps a private university to build a faculty block and ten years later the owner says because of difficulties in running the institution, they are turn into hotel. Who would own that building? Government intervention, to the best of my knowledge should be in providing their libraries with relevant books and other information materials and government should take it upon itself to salary qualified librarians to man them.
