  African leaders and their perpetual paper works.
  No mention whatsoever of the date of completion and commencement of the work, but the usual rhetorics in African politics was the order of the day , "plans are far advance to commence ". "It is in the pipeline ". "Feasibility studies is being carried out" and so on and so on.....
  I just pray and hope this very one will not end on the feasibility studies only, or will not stay in the pipeline forever.
