  I don't understand why the local government minister decided to announce all 212 MCE and DCEs at the same time. No government has done this since 1992, not even under JJ Rawlings. I hear the military tacticians call it "containment". And JJ was the master if this art. When he knows there will be a a negative reaction, shock or outcry for almost every DCE appointment (because different factions in each consituency is hoping to have their own choice appointed), he announces the list in small manageable batches for party executives to be able to contain the fallout by lobbying dissenters, before he release another list. That way mass copycat dissent is quelled and oposition spoilers cannot intervene to fan more trouble.
