There should be a queue and those that pass at one sitting should go before does that take multiple tries.

If those who passed in 2015 are being posted 2017, then it's a common knowledge that you guys should be posted somewhere next year, the soonest, if all things being equal. If this is so difficult for you to understand then I'm not surprised you failed in your exams the first time. You may probably need some more time to sit and reason to understand your situation like you did in your exams. Finally, I'll advise you speak with respect as a leader because most of your following are more smarter than you but they have given you the respect to lead. The minister could probably be your father and you can not disrespected him in a mere name of politics. My advice.
