That is a very effective way of ensuring sanity in sanitation.

The inspectors will find a way of pocketing the fines and letting people off. Does anyone one doubt me?
THEY SHOULD HAVE GOOD IDENTITY TO AVOID ROBING.
It is lawlessness that creates filth and environmental degradation. Streets must be used for only motoring and not for marketing and hawking. Set up sanitation courts to deal with the problem
