IF ANYTHING, BUGRI SHOULD HAVE CONSIDERED THE PERSON WHO SENT OTIKO TO THE NORTH ON ASSIGNMENT. A COMPLAINT TO ACCRA & A PRIVATE WORD WITH THE MINISTER WOULD HAVE SETTLED MATTERS EASILY BETWEEN THEM.
