  The minister should have cited intances of Ghanaian migrant abuses in Saudi Arabia, Kuwait, Lebanon, Qatar etc to make her case and issued warning that it's not acceptable. These are backward minded countries, but sitting on oil, who call black people ABIB or SLAVE. That in itself tells you the level of backwardness prevailent in that part of the world.
